Dude, Porygon in infamous. He's talked about all the time, he's only ignored in the anime because he was all over the news for giving major seizures to hundreds of children. He is in no way unpopular or hardly mentioned.
Shuckle isn't mentioned often. Exeggcute is another that's hardly even remembered.

How would you objectively measure this? You could try googling every pokemon's name and thus determine which pokes yielded the least results.
Another way is to use the results of Sporcle's quizzes. Sporcle is a website with quizzes on lists of info (ie, they have quizzes to name all the presidents, us states, countries of Europe, etc.). They have quizzes to name all the gen. 1 pokemon, gen2, gen3, and gen4, and after you take the quiz you can see what everyone else got too.
These Pokemon are the "most forgotten" by the hundreds of thousands of quiz takers:
1. Exeggutor - 29.7% remembered
2. Exeggcute - 30.0%
3. Lickitung - 32.4%
4. Corsola - 32.6%
5. Qwilfish - 32.8%
6. Magcargo - 32.9%
7. Kingler - 33.9%
8. Shuckle - 34.7%
9. Marowak - 35.1%
10. Shellder - 35.2%

The results are not perfect: I expect they're skewed towards generations 1 & 2 because more casual pokemon fans only took those quizzes, not bothering with the less-popular later ones. On the other hand, it makes sense that the older generations would be more "forgotten" for the simple reason they are older, and so there's more time for people to forget. Either way, it's an objective way of measuring "hardly ever mentioned".

Gorebyss and Huntail. I played Sapphire for over 300 hours and I didn't even know they existed until Battle Frontier in Platinum. I thought they were generation four pokes.
