I can most likely do this for you if you dont mind RNGing. Without RNG I could get HP fire but it likely wouldnt be max power 70 and it would take a lot of time and eggs.

If you are happy with RNG then just name the stats you want, nature, gender, shiny and I'll create the perfect lvl 1 eevee ready to be your dw espeon.

No idea what I'd want in return.
 
Pokemon championships are usually won by people who have rng'd. RNG basically involves turning your game on at a set time, wandering about for a bit and then clicking the daycare man at the exact time when the in game random number generator happens to be on a seed that has the great stats you want. It involves no action replay, nothing external touches the ds and nothing is downloaded onto the ds.

Plus you know the Masters World Pokemon Champion Arash Ommati, he not only used rng pokemon he even made them shiny. Same the the three time world champion Ray Rizzo.
