I think it might post E4, because the first (!) volume of the Prima guide says nothing about it.

After you beat the E4 (and/or get the National Dex, not quite sure what the trigger is; I'd done both), take the boat from Snowpoint City over to the battle zone fight area. Once you get off the boat go north. The guy with the super rod is standing just outside the checkpoint building leading to route 225.

Holy crap, you have to beat the Elite 4 just to get the damn Super Rod? That's the first time that's happened.

There aren't any Sinnoh Pokemon you would use the Super Rod to get though... It's after the Elite 4 'cos then you can use it to get non-sinnoh Pokemon.

GS. Super Rod's in the same place it was in RB... In Kanto.
