So I recently saw the news on bulbapedia saying elese (or however you spell it sorry the 4th gym leader) will debut in an episode in Japan at the end of september. Does this mean in America that the next um lots of episodes will be filler till we get up to that episode?

No. The Don battle episodes aren't fillers, neither are 6 other episodes up until the most recent episode.
