Do you mean finding him the first time in the light house or something else?
 
if you're in the last room, you just get to the top section, then go down the right side, hit the closest switch thingy on the bottom, then go back up the right side and walk up to him.

If you haven't found him yet he's in the lighthouse in the south easternmost point of town (on the second "solar panel" walkway level).
