Anyway - as for Walla mail - I remember it being promoted at the time when Gmail invites were few and far between - they have an English version.

Yes, he/she did. (I'm not sure our spammer is male, despite the fact that he/she chose Hebrew user-names which are male). Two sockpuppets were blocked today by Dr. Vishne, a teacher in the Math Department at Bar Ilan University. There are two more I've found from a few days back, both blocked by someone else. I've looked at the Block Log of Hebrew Wikipedia, which revealed the following (all, including our vandal's User names, in Hebrew; the blocking sysops refered here by number; any one here who knows Hebrew can look back at the original Block log to double check)):

On 19/1:
* #1 blocked Page Switcher for 3 days (vandal)
* #2 blocked Page Switcher indefinitely (vandalised without break atfer warning)
* #2 blocked Page Blanker indefinitely (known by other names)

On 22/1:
* #3 blocked Random Reverter for 1 day (came to disturb)
* #3 blocked Empty Page Maker indefinitely (came to disturb)
* #3 blocked Random Reverter for indefinitely (came to disturb)

So yes, our vandal WAS at Hebrew Wikipedia.
 
I've just done what I shpuld have done earlier - e-mailed him using Wikipedia's e-mail this user. The e-mail address written above isn't his.
