A few questions on how to determine what warrants an article.

I created three articles recently for SKrub, Agrev and Biden from Colosseum. I'd like to know what types of characters deserve their own articles. Skrub was the most featured Cipher Peon and the other two were important Team Snagem members. I'd have to assume most other peons wouldn't warrant their own articles.

Any guidance and help would be appreciated.

In addition to the above question, what conditions cause the appearance of a "contents" table?
 
Enough high-level headings will cause a table of contents to be generated. This can be suppressed or forced by use of various magic words, for example __NOTOC__.
