It'd be dead. If America didn't get it, a huge part of the fandom would never have existed. Pokemon would never have been able to hold on past the second generation. Third would have killed it. You can't survive of Japanese players alone. And that's all that GF would have gotten.
The same way the Earthbound series currently is.
It would be in Japan as a fixture of Nintendo, but it would be virtually unheard of in NA, save for appearences in Smash Bros and possibly a cult following that would demand the games be released in North America and overseas.
