A little confused about IV's and EV's

So I was just reading the IV and EV pages on the wiki ... but I'm a little confused. EV's can be influenced by what a pokémon battles and vitamin supplements, which translates into the stat increase a pokémon will get upon levelling up, right? While IV's are inherent genetic stats and can't be influenced by training, am I correct there? So therefore if I wanted to breed pedigree pokémon with enhanced stats, I'd have to find an above-average pokémon by chance and use that as breeding stock? Can IV's not be influenced at all?

Yeap.. You are right..

IV can be influenced by the parents.. So getting good IV parents will increase the chance of getting better IV of the child..
 
Also, if you have heart gold or soul silver and give a pokemon a power item when bred, you can choose which iv's the parents pass on.
 
To be more specific on coolking49's comment, if you give one of the parents a Power Accessory, the offspring will be certain to have the parent's IVs in the corresponding stat.

For example, let's put a male Rattata and a female Growlithe in Day Care. The Rattata has 28 IVs in Speed. If we give it a Power Anklet, all Growlithe spawned by these two Pokemon will have 28 Speed IVs.

Power Weight = HP
Power Bracer = Attack
Power Belt = Defense
Power Lens = Sp. Attack
Power Band = Sp. Defense
Power Anklet = Speed

Keep in mind that this only happens in HeartGold and SoulSilver.
 
Believe me, this is the complicated side of Pokémon. However, all that hard work brings the perfect Pokémon.
