Well just today I got back from the HGSS prerelease and found out about the nifty Legends cards. I collected the four available, and made a deck as soon as possible. I haven't distinguished much about what I can do with it, but it seems to have a bit of potential.
(Note: If the set isn't marked, it's from HGSS)

Pokémon-18
1x Ho-Oh Legend Top half
1x Ho-Oh Legend Bottom half
1x Lugia Legend Top Half
1x Lugia Legend Bottom half
1x Delibird
1x Chimchar POP9
1x Monferno DP
1x Infernape DP
2x Magikarp SF
1x Gyarados SF
1x Gyarados
2x Baltoy SV
2x Claydol GE
2x Snorlax RR

Trainers, Supporters, Stadiums-11, 3, 1
Trainers
1x Life Herb
1x Pokégear 3.0
1x Energy Search
2x Energy Restore
2x Switch
1x Quick Ball
1x Pokéball
2x Expert Belt

Supporters
1x Professor Elm's Training Method
1x Bebe's Search
1x Palmer's Contribution

Stadium
1x Snowpoint Temple

Energy
9x Fire
6x Electric
10x Water
2x Rainbow

Strategy
First off, I hope to god I start with Delibird to set up, or at least Snorlax to stall.
Try to get out either Gyarados or a legend, and get energy out. Expert Belts add to their already fair damage/health, which helps. If all else fails, I get out the flaming monkey and try to do whatever I can with it. The Snowpoint would add more to the Legends' heath, increasing a 130/140 health by a solid 40.
The Palmer's gets either a Snorlax, a KO'd fighter, or just energy back out. Losing even a few Pokémon would be fatal to this deck. The rest are just for either getting Pokémon out, or keeping them fueled.

Improvements I already need to make
I know it's low on Pokémon and might be a bit high on energy. I might also want to switch out some trainers. I won't get angry if I'm flat out told the deck sucks. That's why I'm here.

Way, way, waaaaay too many Energies. You need way, way, waaaay more Supporters and Draw/Search Trainers. As it is, this deck flat out sucks. A Ho-Oh/Lugia Legend deck would be fun, but it wouldn't really be competitive and it would be difficult to do correctly. Essentially, you need to drop a lot of the energies, drop the Delibird, drop the Infernape, drop the Gyarados line, and add in more Trainers and Supporters.

The chances of this deck starting with a dead hand are immense, in which case you lose. Ho-Oh is by far the better of the two, since Lugia has a virtually unobtainable energy cost. How opposed would you be to switching the deck to just Ho-Oh?

The plan is to switch to Ho-oh. I've posted this on Pokégym also, and I've gotten suggestions there, too. And after a lose streak of 6-0 in my house, I'm pretty sure you're right.
Are there any trainers/supporters you would immediately reccomend?

1x Luxury Ball
1x Palmer's Contribution
4x Bebe's Search
3x Roseanne's Research
2x Professor Oak's Visit
4x Poke Drawer + (if you have room)
4x Pokemon Communication

That sort of thing. Cards that will make your deck faster and allow it to run more smoothly.

I've got my hands on most of these, but Pokémon Communication might be the hardest. Also, I have no Roseanne's or Pokédrawers. But it all seems achieveable.
