Alright.

I don't need help about encountering him...

At least, not in the English R/B.

I tried encountering him in the Japanese Blue version, and it didn't seem to work. Now, I am going to try with the Japanese Green, but I'm curious.

Is MissingNo (Ketsuban), obtainable in the Japanese R/B/G versions? Or was it only unavailable in Blue because it came out later?

I've never seen anyone or heard of anyone exploiting him in the Japanese games, so I was wondering this.
