I don't recall Sky Pillar having a locked door.

It depends on the game. I think all you have to do is beat the elite Four but if it's Emerald you have to like battle with Kyogre and Groudon first.

AAAARGH!!! Stupid Rayquaza!!
I can get past the crumbly floor easy enough, but when it comes to capturing Rayquaza I have to get off the gameboy so I don't smash it. That legendary always either kills itself or just won't get captured (I've had three hundred hours gameplay and still haven't caught it.) maybe 'cause I used the master ball to capture Kyogre (stupid me) anyway I've never seen a locked door...

Wallace unlocks the door for you in Emerald. This is the first time you go up and there will be no cracks in the floor. Once you disperse the crisis in Sootopolis, you can go back and the door will still be open, but the earthquake from earlier caused the cracks so you need the Mach Bike.
