When it was trying to grab the Magikarp's fin, Tracy waded in to get it, then Delia got her Mr Mine to use confusion on them both to get them back. Mr Mime was there the whole time, was there any reason she let Tracy wade in and didn't just get Mr Mine to use confusion to get the Charmander back on the right side?

That's like asking why Misty and Brock just stand around and don't use their Pokemon to battle Team Rocket while Ash's Pikachu is being captured.

Sometimes the writers just let the secondary characters stand around. There are many times when TR is attacking the group and the other characters just stand there instead of helping Ash out.
 
IMO, it's pretty much to increase the dramatic scene which anime tends to do this many times. Well, not everyone can simply jump to conclusions right away whether it's the environment, the situation happening now, or one's self I must say.
