Access to Route 212

Does anyone know definitively the requirements for accessing Route 212 in the various games? On the article it says you have to have the Veilstone Gym Badge, but I don't have it and I still got in, on Platinum. I can't vouch for Diamond or Pearl as I've never played them. I got to it by walking all the way around through Solaceon, Veilstone and Pastoria, but I could get all the way to the end and then the guy who says "they're filming a TV show" has disappeared. So a bit strange and I can't quite work this out for the article.
