Action Replay Help

Yes I use it. no big.

I noticed that i had a code on my AR that allowed me to catch certain pokemon for HeartGold.

It works as advertised, but it does not work when i try to catch this pokemon (in the case of the code, Eevee) when i walk over the water. Is there a reason for this? What Can i do to catch this Eevee in the Water off of New Bark Town? ANy Help would be appreciated
