Been doing my research, and after a couple battles (one loss, one win) I decided to put together what I know about the Tower Tycoon as a guide of sorts. Unfortunately I know little about his second-round team, so that part's a little lacking. I'll need help from anyone who's faced it to fill the info in.

FIRST BATTLE

Palmer's Team: Rhyperior, Milotic, Dragonite

What to expect: Rhyperior, shockingly, seems to be a special attacker, using moves like Flamethrower and Ice Beam. Whatever faces it will probably last a decent time against it, as its special attack is low and as a result will not show much power. Be careful, though, as it may use Rock Wrecker if confronted with something like Weavile. This attack can be dangerous even though he is a special attacker (it is a Rock type Hyper Beam)

Milotic will not use Mirror Coat like Cynthia's did and how you may be expecting. It is offensively-minded, commonly using Hypnosis to inflict sleep before going on the offensive with Hydro Pump. Expect a Recover if you don't defeat it quickly.

Dragonite is a straight physical sweeper with no really surprising characteristics.

Moves:
Rhyperior @ Lightningrod: Flamethrower, Ice Beam, Thunderbolt, Rock Wrecker
Milotic @ Marvel Scale, Salac Berry: Hypnosis, Hydro Pump, Dragon Pulse, Recover
Dragonite @ Inner Focus: Aqua Tail, Dragon Rush, Iron Tail, Stone Edge

SECOND BATTLE

Palmer's Team: Heatran, Regigigas, Cresselia

Cresselia @ Levitate, Leftovers: Calm Mind, Psychic, Shadow Ball, Moonlight
Regigigas @ Slow Start: Crush Grip, Brick Break, Ice Punch, Stone Edge
Heatran @ Flash Fire: Magma Storm, Dark Pulse, ???, ???

He's always led with Dragonite for me. Also, Dragonite has Dragon Rush and Iron Tail.

Cresselia @ Leftovers:
-Calm Mind
-Psychic
-Shadow Ball
-???

Regigigas:
-Crush Grip
-Ice Punch
-Brick Break
-Stone Edge

Heatran:
-Magma Storm
-Dark Pulse
-???
-???

Milotic has a Salac Berry as its Held Item. And Palmer can lead with any of his Pokémon.

Yeah, evidently, his lead Pokemon is random. Also, his Dragonite also has Stone Edge.

I've updated with the new info. Thanks for contributing.

No problem Butler. Also, Dragonite has Inner Focus and Rhyperior has Lightning Rod.

LOL, Thunderbolt.

I guess Rock Wrecker had to be there since he's almost certainly a special-attack nature? But I digress.

Thanks for that info :)

The answer beating the first tower tycoon: ice type or water with ice attack, if it survives a dragonite hit it will 1 hit it, and do the same thing to rhyperior. Milotic is tough, but electric is the way to go. I know these are all obvious, just trying to help.
Also, could somebody help me with my battle tower team?
It is: Gengar: Hypnosis, dream eater, destiny bond, shadow ball.
Garchomp: fire fang, crunch, dragon rush, dig(until I aquire earthquake)
Gyarados: ice fang, frustration, waterfall, hydro pump

Also, rhyperior seems a dumb choice because of its low sp. attack. A tyranitar would have been better for that, since it can learn everything and actually has some sp. attack to begin with.

Wow, this helps a lot. Not only will this help me know what to expect when I face the guy, but it also will help me write him and his team in my fic. Thanks, Butler!

I was thinking of using a Starmie with Surf, Ice Beam, and T-bolt to take care of all 3 of his Pokemon, with a physically oriented Electivire as back up for Milotic and a Weavile as back up for Dragonite

I battled him again today and my mild Porygon-Z raped his entire team. Rhyperior fell in two Ice Beams, one Ice Beam felled Dragonite, and Milotic was beaten by a pair of Thunderbolts.

Porygon-Z @ Mild
Lum Berry
-Tri Attack
-Ice Beam
-Thunderbolt
-Shadow Ball

I find it kinda odd that they gave Rhyperior Lightningrod. You'd think they'd use the other ability.

I beat the second Palmer challenge yesterday, but it was HARD. Even with Slow Start in effect, you must fear Regigigas's Crush Grip.

Care to share what team did you use? I'm planning on the Ninjask-Weavile-Blissey approach.
