Before a new generation starts the last movie in the current generation has something do to with water. Movie 2(I don't know if that would count b/c of the Orange Islands and the game=/=anime stuff), movie 5, and movie 9. I don't know about generation 4 but i do see a little pattern.
 
I think you're looking too much into this. There's no real pattern other than the last movie of a gen featuring a new legend from the next generation.

Well i was bored and was just thinking, which i hardly do.
