An Explanation on the EV System

Could someone explain to me how it works? I EV trained one of my Pokémon in Shield until it leveled up to level 28 (the EXP bar was empty as the Pokemon had just leveled up to 27). I feel like I knocked out a lot of Pokémon on Route 3. I feel like the EV training didn't do anything. I thought for every four EVs for a stat, the Pokémon gets 1 point in that stat. Am I just missing something? Do the EVs only take effect at higher levels?
 
4 EVs give one stat point, yes. But that's at Level 100. At previous levels, the actual stat points gained may vary, though if you were to max out the Pokémon's level from there, it would all work out to 4 EVs = 1 stat point as expected. If you want an explanation on the system, the Bulbapedia page on the subject is as thorough as you'll need.

You still get a benefit, the amount of EVs you need to get the extra stat point is just different than it would be at level 100. A level 28 with max EVs is stronger than a level 28 with no EVs. If you're just playing single player EVs don't matter too much, though, since very few NPCs have EVs themselves.

4 EVs = 1 Stat Point is only for level 100s. For lower levels, I think it requires more EVs to see the increase in stats.
