Okay. This is my very first attempt at a Rain Dance team, but I've done my homework and I think I've come up with a nice strategy. Here we go:

Empoleon: Modest @ Damp Rock
Torrent
252 HP / 104 Def / 152 SA
- Rain Dance
- Stealth Rock
- Surf
- Ice Beam

I feel that Empoleon makes a great lead due to his excellent typing, bulkiness, and access to Stealth Rock. He can set up a nice long Rain Storm, and his Special Attack is high enough to take advantage of a boosted Surf.

Vaporeon: Bold @ Leftovers
Water Absorb
252 HP / 224 Def / 28 SD / 4 Spd
- Aqua Ring
- Wish
- Baton Pass
- Toxic

Pretty simple. Vaporeon can set up Aqua Ring, Poison his enemies (possibly forcing a switch into my Stealth Rocks), Wish when necessary, and Baton Pass those gifts to his teammates. Yes, I am a little worried about not having any direct damaging moves, but it's a risk I'm willing to take.

Kingdra: Adamant @ Leftovers
Swift Swim
252 HP / 252 Att / 4 Spd
- Rain Dance
- Dragon Dance
- Waterfall
- Outrage

Kingdra ceratinly lives up to his name as the "king" of my team. With respectable defenses, great typing, excellent Speed (in the rain), and healing support from Vaporeon, he's sturdy enough to use Dragon Dance until he's fast enough and powerful enough to sweep. His two STAB attacks hit pretty much everything in the game for at least neutral damage.

Scizor: Adamant @ Damp Rock
Technician
96 HP / 252 Att / 160 SD
- Rain Dance
- X-Scissor
- Bullet Punch
- Roost

Scizor offers great support for my team due to his ability to take out both Tyranitar and Abomasnow with his infamous Bullet Punch, then cancel their hazardous weather effects by setting Rain back up. The Rain also helps reduce his crippling weakness to Fire.

Electivire: Adamant @ Expert Belt
Motor Drive
4 HP / 252 Att / 252 Spd
- ThunderPunch
- Ice Punch
- Brick Break
- Earthquake

Electivire is definitely the oddball of my team, as he's the only one that doesn't directly benefit from the Rain. Nevertheless, he's an amazing sweeper, and he contributes to my team by switching into (hopefully predictable) Electric attacks, which will activate Motor Drive, thus incresing his sweeping potential. I desperately need a Pokemon with an Electric immunity, but I'm considering switching him for something along the lines of Jolteon or Zapdos.

Starmie: Modest @ Life Orb
Natural Cure
4 HP / 252 SA / 252 Spd
- Rain Dance
- Surf
- Ice Beam
- Thunder

Starmie is my Special sweeper. It's fast, powerful, and has Surf, Ice Beam, and Thunder. Not much else needs to be said.

So that's my team. What do you think? Suggestions?

Seems pretty solid but I'll list a few changes I'd personally make
1)EMPOLEON- replace Ice beam with hp Electirc. Other than that it looks good.
2) VAPOREON- give it shadow ball over baton pass.
3)KINGDRA- Seems pretty solid but I prefer special versions. Replace leftovers with the berry that weakens dragon attacks
4)SCIZOR- Seems good. Maybe U-turn over X-scissor ?
5) ELECTIVIRE- No changes here
6)STARMIE- Pretty much awesome. Maybe replace rain dance with psychic and Choice Specs over life orb

For the most part these sets are fine... Empoleon is fine with Ice Beam (You just hit different things harder), and Vaporeon's Baton Pass is GREAT because you can pass Aqua Ring (Although with Wish it's sorta overdoing it imo, but to each his own). You have a lot of Rain Dance users, which is no problem, but it's not needed. I'd let Scizor and Starmie use other attacking moves. Scizor can have Swords Dance over Rain Dance, and Starmie can have Grass Knot (Swampert) or Psychic (Gengar). You can use Cross Chop on Electivire (the extra power helps a lot), but I understand if the accuracy is off-putting. You could always use Lonely instead of Adamant and run Thunder on it. If it were me, I'd give Vaporeon the Damp Rock and Empoleon the Leftovers. The reason is because Vaporeon has Wish and Aqua Ring, which are both methods of recovery, while Empoleon has no way to recover.

I would put at least one attacking move on your Vaporeon. Maybe it's the fact that I have more of an offensive style of battling personally, maybe I'm paranoid of Taunt, but I still think that even something like Surf could go in over either Wish or Aqua Ring. If it comes down to Vaporeon and a Steel-type, unless they also don't have any attacking moves, you're pretty screwed.
