That's a good question. I saw a question like this on Yahoo Answers, but everyone was like "PhotoShop!" I don't want PhotoShop...

The "many things" are free. Paint Shop is not.
Sorry, I meant it comes free with stuff you buy, lol. Like I know I got a version with my scanner, and I got another with my tablet. (And I think I got it somewhere else as well... compared to photo shop, it's dirt cheap, but yeah, you still have to pay for it)
To be a little off topic... is photoshop really that good with making Animated Gifs? I remember have a lot easier time when I used Paint Shop, and paint shop came with more filters. It just seemed better for making gifs.

From my observations, gif editors are not free. You can download versions of them for free, but the quality is brought down GREATLY and the image will have a watermark on it... usually square in the center.
I use http://www.gifworks.com/ for my gif editting purposes. I don't know if it can animate/create though as I've never tried it.
