I'm looking for Smeargle. Where do I catch this one? i know that it's kind of like ditto in a way(only knows one move)
 
Which game are you talking about?

Gen II they're in the secret patch of grass in the Ruins of Alph--you'll need to trek through the Union Cave.

Gen III they're Emerald only and live in the Artisan's Cave in the Battle Frontier.

Gen IV, to which I assume you are referring, he's on the northern part of Route 212. You need to use the Pokeradar to find him.

He's also in Pokemon Colosseum somewhere.
