Gen II they're in the secret patch of grass in the Ruins of Alph--you'll need to trek through the Union Cave. Gen III they're Emerald only and live in the Artisan's Cave in the Battle Frontier. Gen IV, to which I assume you are referring, he's on the northern part of Route 212. You need to use the Pokeradar to find him. He's also in Pokemon Colosseum somewhere. Hope that helped.
