I'd love to help you, but I'd like to notice that it's currently impossible in any way to have a Feebas in XY, since it's not catchable in these games and Pokémon Bank isn't here yet :S I could get you a Feebas in one of the Gen V games though, but that's probably not what you want.

It seems to be found in Friend Safari, my friend claims to have one.
