They can be any evolution in their line. I have a good amount of pokemon in Diamond and only half of that in Black. I also have pichus/pikachus/raichus that know Volt Tackle, but they're low level.

I have all of them with great IVs, but something tells me that you're not one to care about that kind of thing.
