Are There People Who CAN'T Become Trainers?

Judging from the anime, it looks like anyone can get a license to become a trainer.

But there are probably people in which it is the the pokémon's interest to deny them a license.

What would those circumstances be?
 
People convicted of Pokemon Abuse, probably, and Team Rocket (Game TR) and the like probably can't become legal trainers.
 
Deppending in canon. Though it can be safe to assume you can get your trainer license revoked...

... or perhaps not. Seeing the events in Black and White, perhaps in fact there's nothing prohibiting abusive trainers from being so. It'd make N's ideas more reasonable.
 
I honestly don't think people with medical conditions that aren't likely to make them suddenly abuse their Pokemon/lash out at people would be disallowed. Along with this, maybe some people just don't want to be trainers and it's not that they're unfit, it's that they just have no interest in battling or raising Pokemon, just like some people have no interest in keeping pets or having kids. This leads me to mention something else, though: keeping a Pokemon as a pet, for example (though obviously certain regulated types) should not require or be considered something that classes you as a trainer.

That said, I don't really believe it's so much a license as it is a general possibility that can be restricted with good reason - as in, everyone can take on and attempt to train a Pokemon but only those who are then found to be abusing or misusing their Pokemon would be disallowed in some manner. I can't honestly imagine that everyone has to pass some sort of test to own and train Pokemon - they're found in the wild, for chrissake, and they don't always need to be captured to take a liking to you or join you. I simply think that everyone gets a starter under the guidance of a Professor or trusted family member and is recognised as someone who is allowed to capture and train Pokemon until their actions deem otherwise.
 
I think conditions which prohibit the sufferers from being able to take fully take on the responsibilities of looking after another organism's well-being, either due to mental or physical (or a combination of) afflications. For example, those with severe autism probably would not be capable of this.

Of course, there's also those who are known abusers (active or passive); I imagine their access to Pokémon would be restricted.
 
It's probably like getting a driver's license. Everyone can get one once they are a certain age and pass a test(?), but you can also have restrictions placed on your license or have it suspended or revoked.
 
Well, considering the vast amount of people in the world who are trainers and the vast amount of Pokemon that are found in the wild, as well as the relative ease of obtaining pokeballs, I'd say one can easily become a trainer on their own with or without a license. Now, I'm sure there are laws about this and I assume it's like driving a car. If you don't have your license you get fined. But then again, with so many trainers in the world, all ages ten and up, and the fact pokemon can be pets, I imagine it's difficult law to enforce.
 
I'm assuming the trainer card is just a means to keep track of your battle records.
 
There doesn't seem to be any kind of serious restriction in place on who can own a Pokemon, at least in the games where even Preschoolers have them. The only real restriction shown in the anime is the minimum age of 10 years for new trainers.
 
I think it depends on what's meant by "trainers". Does it mean "someone who has pokemon" or "someone who participates in the official league"? Since we know that there's a lot of people who don't identify as trainers who have pokemon.
 
Indeed, though i would assume it'd be more like banning people who exhibit intolerated behavior from partaking in official arrangements. Treat your Pokemon badly, and your ID data gets sent around to the various official gyms, contest halls and whatnot to deny you from registering.
 
Well, Paul treated his Chimchar like a tool of war, and Nurse Joy was horrified but didn't really do anything about it. I think a gym leader would definitely have the right to deny him from getting a badge, even though as a trainer they have to battle. However, Nurse Joy's number one priority is to help the Pokemon, and she might have the right to take the Pokemon from the trainer, but most likely she would just give the trainer a lecture or something. You pretty much have the right to become a trainer whoever you are, since even Team Rocket grunts are considered trainers.
 
Well, technically, Team Rocket grunts are probably illegal trainers.

I would assume using a stolen pokémon or one that was poached would probably lead to you being barred from league tournaments or possibly legal action.
 
People like my little brother, who are severely autistic and can't even associate with anything.

So, there has to be some way to communicate. I mean, they already have it bad, why bar them from something that pops up in there mind that they like to do?
