It's not on the list, but I think Monferno is the fastest. Okay not taken in account moves or anything but I think DP 132, just shows Monferno's natural agility and speed. I don't think another Pokemon's come close without using a move.

That's what I was thinking. The rest just seem to have average speed. I mean if there is any episode to show this, it would be when Ash faced Lt Surge. He won purely because of speed.
 
Pikachu, but this was probably the toughest to judge. Swellow's supposed to be fast, but it seemed that they sacrificed his speed to focus on how sturdy it was. Charizard is obviously fast, but they were more about his power and strength. Pidgeot's speed was heavily emphasized, like Sceptile and Staraptor as well.

Pikachu, Pidgeot, Sceptile, Staraptor would be who I'd narrow it down to.

But ultimately, Pikachu is the fastest. They've shown how important of a factor his speed is, time and time again.
 
A tough decision...I vote for Pikachu with Sceptile and Staraptor close (very close) behind.
