Sceptile would win that by a long shot, look at Torterra's record...
 
Sceptile has had more experience and has a more diverse moveset. It has Leaf Storm, Solarbeam, and Leaf Blade which all deal neutral damage to Torterra. Plus it's a lot faster. Sceptile would definitely win.
 
Torterra hasn't had enough battles to acurately tell. It was all INFERNAPE THIS INFERNAPE THAT, while Sceptile had many battles.
