I'd say Kingler but it hasn't battled in ages so I'll go for Squirtle next.
 
Kingler, with lapras close behind. Kinglers sweep had yet to be replicated.
 
I didn't really know if I should have chosen Kingler or Buizel. Buizel I do view as being quite powerful since his debut with having several wins under his belt, but Kingler just gets a few more points for being able to evolve and sweep and entire team in its first battle. So I vote Kingler.
 
Either Buizel or Palpitoad, probably the former, imo.
