I have a Gen. V Bulbasaur sprite as an avatar. When I last logged on, it was animated. However, the sprite I retrieved wasn't animated, just as it is currently. Is this a problem with the URL and the sprite uploaded?

So the picture you saw, saved and uploaded was animated? then on here it wasn't? When you see the picture from where you first got it, is it animated?
It couldn't be a file screw up because it's a GIF.
 
No, the sprite I saved wasn't animated. it didn't appear to be a GIF but then it started acting as though it was.
 
When I saved your avatar it was a GIF. I shopped it to be a PNG. Try saving and uploading this as a avatar:
