Rocket because they are woefully unequipped for the jobs they are expected to do. Seriously, Giovanni is a horrible boss because he gives his grunts things like Rattata.

Team Aqua/Magma probably. They're the least villanous of all the teams. The others are cruel! :O
 
Team Rocket are classics to the series and had excellent battle themes, particularly the GSCHGSS encounter themes, and they've had the whole series to come up with ways to back themselves up.
Aqua/Magma had a very interesting dynamic and all-around good music associated with them. It's a shame there's not more canon material of them to go by.
Galactic was kind of interesting, but I never cared about them as much. I liked the "hive mind" angle in the manga, though.
Plasma had a very interesting way of contributing to their games' plot and some pretty good battle music and interesting play with their hierarchy. However, some of the actions of the individual members seem contradictory (particularly in the Dreamyard).

IMO:
Plasma > Rocket > Aqua=Magma > Galactic
 
Best uniforms? Magma's. Dig the horned hoods
Best quotes? Forgotten them.
Most fun to fight? Probably Plasma's
Best theme music? Plasma's
Who (likely) had to put up with the most crap from higher-ups? Galactic's

I'd say Plasma > Aqua/Magma (Magma's cooler, but Water beats Fire) > Galactic > Rocket
 
I'm going with TR Grunts. Anything but the castle-wearing Plasma Grunts.

I'd be part of team Aqua, because they don't plan on destroying the world or anything, just flooding it, and life could still go on, even with more water and less land.

My vote goes to Team Galactic.

Seriously, though, I'd take the full-suit space outfit, and the cute crusader outfit, over mini-skirts and belly shirts any day. D:

Team Plasma again. PLAAASMAAAAAAA!!! There's also this. Paraphrased: "This is bad! Bad for Team Plasma! Or Plasbad for short!"

Team Galactic had it share of funny grunts too. Again, paraphrased: "We must have that sweet honey to attract Pokemon in great numbers!"

None of them were really fun to fight since they always showed up to be annoying. But Plasma for me again, since they'd sometimes shout "PLASSMAAAA!!!!" when defeated, which is hilarious.

Who had the best theme music for their battles?
Plasma. I wish there was a Grunt who would stick around for daily battles so I could hear their epic theme. ;A; It felt like a real epic save-the-world battle each time I heard that music.

I'd be a grunt of a team for their leader. So I'd join Magma, Galactic, or Plasma. D:

I voted for Galactic Grunts in the end. Still a fave a little bit more over Plasma, plus there's the added alliterative appeal. Galactic Grunts. Two hard G's in a row. That's quite neat.
 
Team Aqua's costumes were pretty cool. Pirates ftw. Team Magma's were okay as well.

Though overall, I have to say TR.

I'd say all of them except Magma and Aqua, but to be fair I haven't played RSE in years, so maybe I forgot some.

Who was the most fun to fight?
Whichever one spammed generic-normal-type-found-at-the-beginning-of-the-game less.
So I'm think Magma or Aqua in terms of diversity.
However, the following question plays a factor into this, as well as a big evil team base battle at the end (for me anyways, I always liked those, gave me the feeling of a big build-up to the grand finale of battling the boss).

Tough call. All are good. But if I had to order them, it would be this:
TR > Galactic > Plasma > Magma/Aqua

TR, because of the stylish uniforms~

Team Magma/Aqua, because there were only two admin fights and you didn't have to go through insane hordes of them like in the other games.
