Best time for Nidoking

Hey everyone, I have a Nidorino who is now lvl 24 and was wondering when the best time to use a moonstone and make him Nidoking is? I don't want to miss any important portions of Nidorinos moveset but at the same time I don't want to miss Nidoking's moves. Any help?

Edit: I am using Fire red version
 
as far as I know, use the stone now. There will be no difference.
