Suggestion Bulbagarden Wifi Blacklist?

Just an idea. Listing by FCs.
Scammers (Certian Banned traders come to mind... Not saying any names. Pretty sure you guys already have ideas of who.)
Disconnectors (Ones doing it on purpose, such as when losing a battle maybe, then it is obvious)
And some other Non-Wifi friendly groups. I got the idea from Smogon's Blacklist. Basically to keep Scammers in check mostly. Has the idea come around before?

I suppose a FC blacklist would be a good idea, to prevent scammers from socking after being banned.

Well... People get reported their, and if their is probable cause they go on the FC Blacklist. (In case of new account/user name like with a scammer banned recently... again no names.)
