Hi everyone. My name is Darren, but I'm much more commonly known as Ultimate Darius, hence my forumname here. I'm the guy who has the Fire Red speedruns hosted over at Speed Demos Archive (SDA), if anyone cares. But that's not actually the point here.
Reading over the Hyper Beam page, it had come to my attention that there was a PP glitch of sorts in Generation I, one that involves a final result of 63/8 PP on the move. This worked great.
However, it also states that in Generation I, Hyper Beam has an additional effect of halving the opponents defense for the duration of the attack, much like Explosion/Selfdestruct. Using the combination of these two "facts," I began to explore the potential of a Raticate speedrun, in an attempt to obsolete the current World Record of 1:59. With combined STAB and halved defense, there should have been nearly nothing that I would be able to OHKO (one hit KO, for those who are unaware), and the few that I could not, Raticate's speed is enough to be able to manipulate criticals where needed. The PP glitch would have served as enough to carry me through the game. However, upon entry to Koga's gym, with midrange attack DV and STAB Hyper Beam, my level 36 Raticate was only able to deal about 80% damage to his Koffing and about 75% to his Muk. According to calculations based on the halved defense, this was exceedingly lower (roughly half, imagine that!) than projected.
Long story short, I think that "Hyper Beam halves defense in Generation I" is a misinformation. Thanks for your time!
