Burning Platinum Question

Hi everone, this my first post here, I would have began at the introduction forum, but I couldn't find it.

Anyway I have a burning question about platinum.
I am supposed to get this game for christmas and I was wondering will my friends who have completed Diamond and Pearl be able to trade me pokemon outside the Sinnoh region. I understand that I can't catch pokemon outside the Sinnoh region until I beat the Elite Four and get the National dex. But can people trade me these pokemon or will I have to again wait to get the National Dex?

You don't have to wait till the National Dex in order to get Pokemon outside of the Sinnoh Dex (I raised a Blastiose, Blaziken, Charizard and Sceptile prior to getting the National Dex).
