It's apparently a sports team and their...er, "team symbol," or something, but I think it's significantly more likely that he got punk'd.

According to Wikipedia, he's actually doing "the pitchfork" or "the trident," the difference being the distance between the index and middle fingers (shocker=together, pitchfork/trident=a fair distance apart). The dude on the far left is doing more of a "shocker" than Bush.
