Can (any) Charizard learn Fire Blast in the anime?

I was wondering, based on all of Charizard's appearances, there has never been any episode showing anyone's Charizard using Fire Blast.

I don't think TMs exist in the anime, however, we have seen many Arcanines in the anime using it, and Arcanine doesn't learn Fire Blast by level-up.

So, is it safe to assume that it is impossible for any Charizard to learn Fire Blast in the anime? I know Fire Blast is pretty common on Charizard movesets in the gaming world.
 
Just because a Fire Blast-using Charizard hasn't appeared in the anime doesn't mean it can't learn it.

So how come we see every trainers' Arcanines and Magmars using it, but never Ash's or any Charizard using it? Hopefully the next time Ash's Charizard returns he uses Fire Blast.
 
Maybe, but the attack I really want to see is Blast Burn.

This really. Unless there is some dialogue in the show outright stating that they can't, then there isn't really anything to discuss.
