Can anyone help identify this Pikachu cel?

Hi everyone,

I recently got really lucky and found this original Pikachu cel. I’m a longtime fan of the anime and very nostalgic about the early Pokemon series, so I’m really happy about it. It’s also going to be shown publicly soon, which makes it even more special.

I was wondering if anyone here might be able to help me figure out which season or episode it comes from. I also have this vague feeling that I’ve seen this image before, but I just can’t place it or find it again. If the pose, background, or any detail looks familiar, I’d really appreciate your help.

I can also share more pictures of the cel, the douga, the background, and any markings if that helps.

The artstyle gives me Movie 4 or early Hoenn vibes.

Given the fact that it is 16:9 format widescreen, it is either one of the early movies during Kanto - Hoenn era and inbetween, or one of the specials we got before the movies. But not from the weekly anime.

Sorry, I think I may have caused some confusion with the cropped version I posted earlier.
I had recropped the image for clarity, but looking at the original materials again, I realize that probably gave a misleading widescreen impression. My apologies about that.
To me as well, it still feels more like a Kanto-era scene, or at least something not much later than that, but I’m really not sure. I’m posting the original uncropped version here in case it helps narrow things down more accurately.
