Can anyone tell me what this means?

I am trying to evolve my Chansey from Fire Red and it keeps on giving me this
message when it looks like Chansey is trying evolve into Blissey
the screen does the evolving thing
and on the bottem it says it is evolving - then it says .......? and Chansey is still standing there like before and is not Blissey
Can any help me understand?

You don't have the National Dex, meaning your 1st gens can't evolve into Pokemon unavailable in Kanto.

Because it evolved into Jigglypuff which is a Fr/LG Pokemon.

Any Pokémon can evolve in Colosseum but you need to go past the point where you gain the National Dex to be able to trade from FR/LG to Colosseum.

Umm... theres a TON (keyword "TON", note the capitaliztion and bolding as well) of stuff that you've gotta do in order to get the national stuff. (this is only for FR/LG)

What you have to do is this: You must first complete the eleite 4. Then head forth to the sevii islands. Start on island 4, and there the adventure begins. serebii.net has it all layed down perfectly, I'll give you the page of the tutortial. Note that the page I give you is for island #1. You can read it, or skip to island #4. BUT YOU MUST READ #4 AND ALL THE OTHERS AFTER IT!

Eh eh eh, what else shall I do? o_0' Copy & Paste all that stuff? I think not.

Anyway, as I said earlier, you must complete a certain # of events that includes (but is not limited to) going into the TR head quaters, getting the ruby and sapphire plate, battling TONS of TR members, and doing various other quests for characters along the way.

The Ruby Plate is in a cave which opened up on Mt. Ember on One Island. The Sapphire Plate is on Six Island, in Ruins which are opened with Cut, but it gets stolen and taken into the Rocket Base on Five Island. The passwords to get into this base are on Six Island and Seven Island."

In Continuation to the news yesterday, on further investigation, according to Coronis and kiera2 the scan seems to imply (although it does not actually say it outright, so this is not confirmed) that after you transfer the 6 from your GBA games to DP, you have to go to a nearby Park in the game and hunt them down and capture them with the Park Balls. It is unknown if they will be easier to capture (since many of the Pokemon likely transferred will be legendaries which have an incredibly low capture rate). This is yet to be confirmed but we will keep you aprised on this startling news development
