Can ghost pokémon see dead people's souls?

In EP20, "The Ghost of Maiden's Peak", gastly talks with the "real" soul of the maiden, and also tells her that gastly is a ghost pokémon, so it may meet her lover's soul someday, and he will tell him and she is still waiting for him.

So I wonder, can ghost pokémon talk with souls of people, after they die?
 
I think that they would only either when the soul wants to talk or when the soul has a problem (like in the episode).
 
Well If you played PMD Blue/Red Rescue team, its possible especially when when that spirit needs to tell the person or pokemon something important, either to warn of impending disaster, tell of a prophecy involving him or her, telling of their destiny or role to save the world, give advice on a situation, motivation, or how to handle or resolve a conflict. Also, that episode is not the only example. Look at other examples of spirits of the deseaed speaking with the living usually to guide someone, like in Avatar: Roku and past Avatars before him guiding Avatar Aang; In the Warriors book series; Spottelleaf, the former ThunderClan medicine cat and member of Starclan, guided Firepaw/Fireheart/Firestar; and other examples that I can't think of right now.

But in that case, gastly can talk only with maiden. But he promised to tell his lover too, in which gastly has to initiate the conversation with he lover's soul.

I don't know much about non-anime Pokémon stuff. That is why I posted it in anime section, rather than Pokémon world ;)
The only ghost episodes I remember is the one of the lavendar town (Sabrina's Gym), and this maiden one. But again, I'm still watching 5th season only. Maybe later episodes reveal more info.
