Can someone explain to me in detail how Match Call works?

Bulbapedia's description is rather vague regarding the Match Call system, can anyone go into detail on how it works?

sometimes, you get called by registered trainers that they want to battle. Or they'll tell you useless stuff. you get called when you're just walking around in the overworld. Lightningrod will make those random calls more common. You can also call those trainers, but that is extremely useless. They'll just tell you random stuff anyway. The only improvement from the trainer eyes is that sometimes you'll be called to know that trainers'll battle.

Well what I noticed about match call is that if you pass by a trainer they'll eventually want a rematch (the opposite goes for gym leaders)

yeah I noticed that too. If I wanted to battle a trainer left from lilycove for instance, I'd stand on the border of the route and lilycove and just ride my bike back and forth until the trainer wanted to battle again (Which was frequently that way)

I know this is an old thread, but its the closest to what I was looking for that the search found. I have been trying for years to get the gym leaders in pokemon emerald to rematch me to see their improved teams. Any easy way to trigger the rematches< say through number of steps or gameplay hours? Or is it completely random? Clarification would help me out immensely. Thank you in advance!
