Can users create banners for other users?

If we can do this, I think I've missed it... I need a banner for my signature but I suck at making them.
 
You'll notice a lot of people have in their signature, like me, "Banner made by X"

So yes.
 
Yes, you could. And you can request a banner in the artist clove.
 
He's right. Go to the creative forum section, go to artist's alcove, go to the artisan's gallery, and then you choose! See my banner?
