Yes you can, only the DSi has region locked stuff, but thats only its DSiware content, you can play any region game on any DS.

You can play anything from any region except for DSiWare and games in Korean or Chinese ('cause of the special characters). I do know you can play PAL and Japanese games on the North American DS and vice versa. (same goes for GB, GBC, GBA)
