Catching Raikou in Fire Red

I'm in the process of replaying FR to get Raikou, so I can swap him over to my Platinum game. I know you have to beat the Elite 4 and get the National Dex before he starts roaming, but the 'pedia doesn't really go into detail. Some people online say that you then have to beat the Elite 4 a second time before he starts roaming. Some say you need to complete the Sevii islands missions, some say you don't.

I've yet to find a definitive answer. Can anyone tell me for sure what I have to do before he starts roaming?

I recently caught Suicune in FR, after I completed the Sevii missions. So, it's the most you need to do. Now if it's mandatory or not to get the beast roaming, I don't know. Maybe getting the national dex is enough.

You only need to beat the elite 4 once and get the national dex. Then if you see it look in your dex to track it. Or use your master ball on it.
 
I actually caught it after I had received the National Dex.
Keep in mind that Suicune is not that likely to appear.
 
I've been playing FR for a while now. I've beaten the Elite 4 and I haven't encountered Suicune (my starter was Charmander). Is it like Latias and Latios in Emerald? It shows it's location after you encounter it once?
 
You need to have complete the Sevii Islands, and chosen Squrtle as your starter.
