Changes to Team Rocket?

So, we see a new "Team Rocket" in Black and White. After so many seasons of the same shenanigans, why do you think now everything about the trio is completely changed? Also, I don't watch the Japanese version, but do they ever interact with Ash like they used to? What's going on?

They're working closer with the TR organization but still sometimes steal random pokemon for the hell of it. They also don't appear in every episode anymore.

I strongly believe this is because the writers are planning on finally wrapping up TR for good with BW, leading Jessie/James/Meowth to leave the series.
 
To answer your question as to why the trio changed so much, I don't think that we can get a full understanding of that until the plasma arc shows. Perhaps they wanted two very serious-type organizations to clash to make things a bit more dramatic. "Changing" JJM's personalities beforehand would make this clash seem a bit less forced?

Or perhaps for whatever reason, they wanted to focus more attention on the main group this time, so they made the Rockets a bit more distant...gave them plots to excuse themselves from episodes.
