I think I've figured out what's the case.
The Pokémon anime airs on TV Tokyo, at 7 PM. Has been since April of 1998.
As we all know, sometimes that brings it into conflict with the airing of baseball games. Sometimes they have to push back an episode so that the game can finish if it goes into extra innings or takes too long.
So what if that's what happened? The movies are always canonically put between the episodes that air around them. If a baseball game went into overtime, though, and pushed back an episode, it would've made it impossible to move the date of the movie, and if it happened close enough to its release, would've made it impossible to do a one-hour special to make up for it.
But that's just a theory. Anyone got old baseball schedules or TV Tokyo schedules? Or a memory that goes back that far? I'm thinking that's what happened on July 8, 1999.
