Has anyone else had a hard time connecting to the chat room? I keep timing out tonight even though today I was able to connect.
 
I assume you are using mIRC or X-Chat (if not, use them as opposed to the Java client). Try connecting to a different server to get into the Bulbagarden chat. There's a number you can try, if irc.pocketmonsters.net doesn't work then try irc.systemnet.info or try specific servers such as owine.systemnet.info or saphira.systemnet.info.
