Cipher in PBR!?!

I haven't seen much of the game yet, but part of the intro playes Cipher's main theme, when it shows the second half of the leaders! What does this mean?
 
It's just a remix of the Colloseum Opening theme. Cipher is not in it (besides irc, some outfits you can get)
 
Yeah, I noticed that, but it's kinda odd that they didn't just cut that portion of the theme, to avoid confusion.
