I say Cleffa, judging that Iggybuff can't learn Hyper Voice.

Igglybuff! It evolves intothe epic Jigglypuff who learns Hyper voice and is a fighting balloon while Cleffa looks a miniature monster and evolves into Clefairy, who I personally dont like.

Personally, I chose Cleffa because she is easier on the eyes and mind when it comes to cuteness. Igglybuff has a strange name and doesn't look appealing to me.
