Competitive Battling - What levels?

Quick question. What level Pokémon are typically used in competitive battling? I mean, does pretty much everyone use a team of all Lv.100s, or does Nintendo put a level cap on so people don't have to waste so much time levelling up?
 
Level cap, and this could have gone in the Simple Question Thread, and your a mod.... shame on you!
