Competitor to Pokemon League?

Yet another one of my ideas that I come up with at 2:30 in the morning.

Would there be an alternate competitive body to the Pokemon League?
 
It seems that there usually arises one trainer's organization that reaches out to trainers in a particular region... I don't think the people of the Pokemon world are very inclined toward conflict, so unless the Pokemon League does something wrong, I don't see why the creation of an alternate Pokemon League would exist. It would also have to have a solid foundation, but all the good trainers are already working with the Pokemon League i think. The Pokemon League does a lot more than just organize tournaments, too. There are local tournaments that go on, but anything regionwide is unheard of, as you know.
 
I think that the Pokémon League operates similar to our Olympic Committee. All nations are invited to participate in the games, but there's only one organization that handles matters.
 
In a fanfic that I have been trying to get around to writing forever, there's a rogue league that broke away from the Pokemon league because they wanted to use genetically modified Pokemon. There obviously are certain people that are inclined toward conflict, and if they wanted to use genetically modified Pokemon, I doubt the Pokemon League as depicted in either anime or manga would allow it.
 
New, on ESPN2, the XPL! EXTREME Pokemon League! The trainers get to beat eachother up at the same time!



Actually, I'm suddenly reminded of Zatch Bell.
 
I was under the impression that there were separate leagues for each region. Just like how baseball has the little leagues, minor leagues, major leagues, the National League, the American League, and college baseball.
 
I think that the coordinators have their own league, since their contests are vastly different from the League's standard of battling on different types of fields.
 
That's certainly possible. Has anything ever been mentioned in the anime about how contests are organized?
