Completing the Sinnoh Dex (Manaphy)

Hey guys. I've currently got 209 outta 210 on the Sinnoh Dex. I want the National Dex, but I need all 210 apparently. My question is, with no access to Pokemon Ranger, and without cheating, is there any way to get Manaphy Dexed? He's the only one I'm missing.

Go to Pokemon Mansion, to Mr. Backlot's room. There's a book on the table, reading it gets Manaphy listed in your dex.
